Having been "guilty" of having the odd bonfire, surely it is common courtesy to check the neighbours washing lines and windows, and NOT lighting one in the summer months as most normal people have their windows open. Those that are inconsiderate deserve some sort of reprimand, be it by the council, police, or very annoyed neighbour! I am quite sure that if smoke from a bonfire traverses across any public highway and obscures visibility (you can exaggerate the extent!) then a police visit is usually warranted and the person responsible is usually asked to extinguish the fire!
-yes, this did happen to me about ten years ago when I burnt some hedge cuttings on the Isle of Wight!
