there have been several threads on this topic, but Richard Needham would be critical as he was part of the national government who introduced the extra layer of local goverment (district councils) in 1974.
Before then Borough councils like Calne's had considerable more powers and responsibilities. The district councils were imposed on the country and now its time for thm to go.
The new area boards, Calne will have 5 Unitary councillors (Wiltshire Council), will consist of Unitary councillors, Town Councillors and other community groups. Only the unitary councillors will have votes when it comes to making decisions.
The area board will have a financial budget to distribute.
The elections on June 4th are therefore very important and everyone should make the effort to understand the issues and speak to the candidates for their ward.
