Planning proposalA presentation was made today to town councillors and others by a building consultant on behalf of Lord Lansdowne.
The land subject to this proposal is a field on the right of Whitehorse Way. that is the road leading to the Leisure Centre/JBS. Going to the centre its the field on the right hand side, where when it rains the water runs of onto the road.
The proposal which will be on show from 2pm to 8pm tomorrow (tues 8th July) in the town hall is for up to 240 houses.
There have been previous planning applications on this field but all have been rejected.
There are several issues relating to this proposal;
Impact on School
Traffic problems arising from the additional car journeys in what is a conjested area especially at school times.
Impact of the foul water, the site gets water logged and the excess runs off into the road. This would worsen if built on.
Density levels
You can let the new Unitary councillors know what you think about this issues tomorrow from 06:30 at their first meeting.

This field has hardly ever been used in the past years, only for hay making generally.
As long as a good provision to alter the road network locally was put into the plans and specifications ..... i.e make Silver street work better with traffic flow ..... then it's a good thing for Calne.
Lansdowns houses are usually good quality as well, look at church view in derry hill, a nice development like that would enhance the area even more !

there are many who would disagree with you, it may be that the field has laid fallow for many years but that was his (Charles Lansdowne) option. he has twice tried to build on this field and failed, it may well be third time lucky.
you will have to admit that there are serious traffic issues with this proposed site, especially at school dropping off time. JBS have just submitted an application for an additional 40 parking places due to the vastly increased number of staff/student requiring parking on the school site.
the leisure centre also generates considerable traffic from 7am to 10pm most days.
the 2nd serious problem is that of drainage, in times of heavy rain the water runs off the field flooding the road. a solution would have to be found to accomodate the additional foul water from the new houses.
it will be a diffilcult decision to make and should take into account the impact of the development on the town as a whole.

I was sent a press release saying the plans were on show at the Lansdowne Hotel today, not the town hall ... going to pop along for a look later on today.

Silver Street / White Horse Way Development of 200 Houses!I think we (the community) must stand against this proposal:
Copy of Presentation given by Turley Associates re. 200+ houses proposed for Silver Street, Whitehorse Way, Calne is available if you e-mail them direct:
Claire Fisher [cfisher@turleyassociates.co.uk] (I can't copy attachment!) But here are some quotes:
"Principal vehicular access from White Horse Way with the possibility of access from Silver Street;
• 30% affordable housing;"
"Option A:
Developable Area = 4.94 hectares
• Density 30 dph - 148 dwellings
• Density 35 dph - 173 dwellings
• Density 40 dph - 198 dwellings
Option B:
Developable Area = 5.05 hectares
• Density 30 dph - 152 dwellings
• Density 35 dph - 177 dwellings
• Density 40 dph - 202 dwellings
Option C:
Developable Area = 4.85 hectares
• Density 30 dph - 146 dwellings
• Density 35 dph - 170 dwellings
• Density 40 dph - 194 dwellings
The results of this public consultation event, along with comments received at other key stakeholder consultation events also taking place, will considered by the developer
when working up a more detailed ‘Master Plan’ and setting the ‘Development Parameters’ for the Silver Street site.
It is currently envisaged that a formal outline planning application will be submitted to Wiltshire Council in mid September 2009.
The planning application will supported by a ‘Statement of Community Involvement’ (SCI), which will demonstrate how the developer has, where possible, taken account of
the comments received at the various pre-application consultation events."

it dosnt make a lot of difference he will get it.he always does dispite what others think

he has been turned down in the past and should be again. If everyone, like they did with the travellers issue, objected then there is a chance it will be rejected again.
There are many valid concerns about the suitablility of this site and these have been raised and should be echoed by the whole community.
Where is the benefit to Calne and its exisiting residents in this proposal?
PS
If agreed, and I hope its not, where would the section 106 money go. remember 106 is a form of legalised blackmail. the developer agrees to pay money to the community if planning is agreed.

HI all
I posting this article to get support to stop the developement of land adjacent to white horse way and silver street in Calne.
Lord Lansdowne is trying to sell the land and C G fry & sons are appling for the land to be developed with up to 202 houses.
The following must to be taken into consideration
Traffic control and Increase in traffic - the silver street road is very busy and can be lengthy to exit both in the evening and the morning, by added houses to this area this will compound this issue. This also effects the traffic along the A4
If a traffic study has been done please give details of date and time when conducted as this road is constantly busy and i cannot see how this development can be considered.
THIS EFFECTS EVERYONE WHO LIVES ON THE SOUTH SIDE OF CALNE
Proposed junction - the Junction proposal is for White Horse Way this is a long straight road which is prone to vehicles travelling at excess speed adding a junction to this will increase the risk of accidents. This is the main road to the only secondary school in Calne increasing the risk of accidents to children. the road is too wide and straight now -allowing excessive speed.
Flooding - this site has been a very high risk site for flooding and white horse way is subject to flooding. The land is constantly marshy/boggy especially up through the wooded area.
Landscape - this is a beautiful site and a development of this type will ruin the landscape.
Protect the countryside - This area is a haven to wildlife with many species of birds and fauna, there is also badgers, rabbits, squirrels and deer on this land. Has an Environmental Impact Assessment been carried out on this land.??
Protect tranquillity - This development will increase noise and light pollution.
Putting the right homes in the right places - There are far more suitable development areas compared to this site.
Infrastructure - Calne has limited resources and further development will have a serious impact on this, from doctors, to dentist
PLEASE CONTACT ME IF YOU WISH TO HELP PETITION OR WOULD LIKE TO OBJECT TO THE PROPOSAL.

I am taking a very open view on this one.
The land WILL be developed at sometime in the future, regardless.
I guess the choices will be these.
1. A modern development of a reasonable quality, by a west country developer.
2. A Gypsy site - Think about it, it'd be perfect.
3. A social housing development 100% - Housing associations are actively looking for plots like this ....i know .... i work for one !
So ...... If this site were developed to a good standard, a mandatory policy put in to make good the local road network and a drainage system adequate enough to cope with the water ..... what would you rather have.
And yes, i too, live very near by !!!!!!!!!

Just to let you know I have no views onthis until it comes to committee if it does and then I will judge it accordingly along with the rest of the Committee.

I don't accept that this land has to be developed now or at any time in the future. The planning line excludes this land and the local plan will have to be amended to accomodate this proposal.
Previous applications have been rejected so why is this proposal now acceptable?
Chuck don't sit on the fence with this application or vote for or against it under the party whip. Visit the site and judge for yourself if this will be to the benefit of the town as a whole.
Calne has has more than enough inappropriate developements and this is one to many, in my opinion!

Calne
|
Silver Street / White Horse WayChepfer - Why does the land have to be developed? it is currently green belt land so why should we all just allow this land to change to a large housing development (extra 202 houses already on an overdeveloped area)?
I personally feel that as Calne residents we do and should have a say/choice so to 'put up with this proposal beacuse it might be used for something worse' would be like rolling over.
I am not prepared to roll over, sit in even more traffic etc.. without at least trying.. to have an impact/say...

Just for the record ..... I would be against any application to build there and agree with Calne on all aspects.
I am trying to create open debate on the subject and look from all angles, which is what the town council will (hopefully) be doing when the application arrives.
For the council to refuse this application, we need some good background info on the problems it'll cause ... many of which you have mentioned.
But i think i am right in saying (Peter correct me if i am wrong) there is another big problem with the site ...... The main oil and petrolium pipeline that runs directly from Fawley oil works to Lyneham and the north runs under the site and white horse way, the pumping station is on wenhill lane!!!! ..... without major civil engineering works taking place to move it ..... the site will be a costly one ...to costly hopefully ...... to build anyway, this should be brought up and made clear.

yes I have forgotten that, I think you are correct there is a pipe line going through the site or near bye. That though did not stop persimmon building very close to the gas pipe that runs to the north of the town.

Calne, we have dealt with petitions on this forum before (gypsy site, etc) and are happy to do so again.
We were told that any petition has to worded in a legal sense to be completely valid. I take it that your petition is valid? If you would like to cut and paste one of your petitions onto here perhaps people could simply just print them out to use?
