Council committee and Prayers

Does the Council committee have prayers before business proceeds or is that something of a bygone age? The reason I ask is that there was a story in today's newspaper about a councillor who has been banished from meetings because he refused to pray with the rest of the committee on religious grounds and listened to an ipod instead. The person involved here said that it was not necessary to pray before a meeting because mandatory prayers were abolished in an act of 1811 and were something of a bygone age. Another councillor said the man was kicked out for clicking his fingers whilst listening to his ipod while everybody else prayed.

prayers are said prior to the full council meeting only and not at committees.
