With todays sociaty should there be a return of national service?

In the USA this is called the draft, and for brevity I will also here.

There are thoughts that a form of draft has already been introduced both here in the UK and other countries in the west.  It is the economic draft!  Run down an area enough and all people have are two choices to make anything of their lives ~ crime: prostitution, drug running, racketeering, etc. or military.

Half the US troops in the war zone of Iraq are draftees from the economic draft.  Boys who were recruited by Staff Sergeants who get paid extra money to impress poor street kids and con them into signing up.  There are all kinds of ways they use, including hard selling and making kids in poorer schools feel guilty.  Some even challenge the kids patriotism if they refuse to sign up.  Next thing, they are fighting illegal wars in far flung countries.  They have become the bogey man and can't handle it.

The same is done here, but less forcefully and with a bit more tact.  There are cases for national service but I should think a few provisos have to be included whereby the draftees are not even taken outside the boundaries of this country for duties at any time or under any circumstances.  

Also, there could be a choice whereby those who feel strongly against the military option should have a chance to do community work instead and clean up rivers, parks, old people's gardens, etc.
