In these days of CO2 panic and a climate which is changing very quickly, regardless of what is causing it, should we adopt a carbon rationing system for each person to ensure we are able to bring down our carbon footprint as a whole?

This idea was not my own, it was forseen as being inevitable by the same man whno forsaw the demise of inner cities due to out of two shopping (he was right) 20 years before it happened, he forsaw the demise in freedom for our children playing in the streets (and he was right) due to an increase in motor cars and speeds of motor cars, he also predicted many other things which came into being many years later.  He cycles through London still (last I heard) and has to be getting on for 80 or so by now and his name is Mayor Hillman (or Hillman Mayor, I can never be too certain).

It's an interesting question, Geddi and one that on current events may even become some sort of international law one day. With both answers (yes or no) each one throws up counter arguments:

Yes: How will it be policed?
What sort of ratio per capita will each country have on ration?
What sort of penalty will a Country incur for over use of carbon?
Is there an international court of law to enforce any such legislation?

No: How do we stop the green house effect?
Should we instead look more into better carbon-neutral fuels?

My apologies, but I am not particularly eco friendly, I pay plenty of taxes, if I use more fuel, then I obviously pay more tax.
Carbon rationing would be impossible to monitor on an individual level, and until the oil companies and such do more to make their fuels cleaner, etc, and world governments get their act together as a whole, I don't see it happening.
As a country, then yes, certain things can be done; at an individual level, it's up to the individual, rationing wasn't popular during the last world war, and their will always be a black market.
Small cars are unsafe anyways.

I don't go by safety ratings, by what I have seen (spent a few years as a transporter driver)
Lorry + small car = pancake!
Lorry + medium to large car = survival!
I think I will stick to my 3 litre tank, just to be on the safe side. What price would you pay to be safe?

On a more serious note, I appreciate that global warming is a reality, but emmissions ARE being reduced, and modern engines are far better than they used to be.
Regarding the carbon footprint, electricity is surely one of the worst contributers? Just go back to the seventies, that was when the home gadgets started, how many things use electricity around the home now?(including this darn computer!)

There are many things which affect our carbon footprint, no doubts about that.  Not sure the argument for a larger car stacks up, unless you actually plan to smash into a lorry of course.  Then again, what about the far more common crash scenario where the large car or 4x4 is the undamaged and the smaller family car is the victim.  Personally, 4x4s should not be allowed into cities or towns.  There is absolutely no reason whatever for that to happen.  Here in England, there are probably less than 20,000 people who could seriously claim to have a need for a 4x4 car.

That aside, there is a great need for something more urgent to be done to make people realise that this planet we dwell upon is getting pretty grotty.  Like our kids when the bedroom comes downstairs and grips our noses, we like them to tidy up!  Our planet is being spoilt fast by our nasty, wasteful lifestyles which are being sold to us over the multi-media network.  Even this site is 'smart' market targeting us all.  Notice how the ads change dependent on what we write.  Someone called Ape joined and an ad for ani-Bush Tshirts or something appeared.  Funny that one.  Seriously, we have choices.  We can do what we can do while governments can do what they wanna do!
